The construction of the North Jiaozhou Bay Park of Qingdao High-tech Zone was officially started on May 12, 2008. In accordance with the development strategy of “protecting the bay and developing relying on the bay”, the zone takes active measures to explore an innovative development mode, striving to build itself into a pilot area of system and mechanism innovation, a cluster of high-tech industries and a demonstration area of ecological civilization so as to foster a land that is a world leader in ecological science and technology.

1.Development Orientation

Guided by the scientific outlook on development, Qingdao High-tech Zone implements an independent innovation strategy and adheres the development orientation of high-end, intensive development and eco-friendly. An island chain development pattern has come into existence in the North Jiaozhou Bay Park, which includes one core, two belts, four archipelagoes and multiple parks. The zone also aims to build on a science and technology innovation system as well as an innovation hub for science and technology, a positive and sustainable development mode and a global innovation hub. With that, Qingdao High-tech Zone strives to be a region of world-class ecological science and technology.

2.Conceptual Plan

A scientific and technological innovation archipelago will be established in the North Jiaozhou Bay Park, with which a cross-shaped urban central function accumulation belt can be formed. The land of the zone was designed as an island. With a rapid transit system and ecological network, the functional archipelagoes are linked and include the east innovation archipelago, west startup archipelago and the red island.

3.Ecology of the Zone

Based on the existing boundaries between drainages and salt pans, the science and technology archipelagowill set up an ecological system network. Taking the central intelligence island as the core for innovation, the archipelago tries to create a world class environment for scientific and technological innovation. Around it, a high-tech industrial agglomeration area will be founded for electronic information, biological pharmacy, electro-optical technology and marine equipment.
